a short rant

There is some serious frustration radiating out of my being this
afternoon. For two months, I've been waiting and waiting to receive
some sort of monetary reimbursement for my time here. I thought it
was about to happen before the Jijiga trip...but alas, I was mistaken.
Today I even had my hands on a check, endorsed it, submitted it, and
when I went downstairs to inquire, discovered it was all for naught.
Now I'll be out of the office tomorrow, and was intending to leave for
Moyale on Friday. That could be a challenge. The bureaucracy of this
place - in particular the enormous number of signatures needed for
anything to happen - approaches the severity of that found in Germany.
I never would have thought it possible...

Hi Elsa,

I just caught up on your blog, it's so intriguing to read your description of the place and your feelings about being there. From "dissonance" to "a short rant" it's clear life is tough all around. The pastoralist problems are heart wrenching...I wonder how they will evolve and what the future brings. I think that all that you're doing and feeling and thinking about is really important and courageous. And I miss you! Lots of love and hugs, Allie
